To obtain a Licence to Perform High Risk Work or add a new class to your existing licence, you must undertake the appropriate training.

High risk work licences are required for the following kinds of work:

Tower crane (Class CT)

VET accredited course: Licence to operate a tower crane

Covers the operation of a jib or boom crane mounted on a tower structure, demountable or permanent, including both horizontal and luffing jib types.

Self-erecting tower crane (Class CS)

VET accredited course: Licence to operate a self-erecting tower crane

Covers the operation of a crane where the tower structure and boom/jib elements are not disassembled into component sections, which can be transported between sites as a complete unit, and where the erection and dismantling processes are an inherent part of the crane's function.

Derrick crane (Class CD)

VET accredited course: Licence to operate a derrick crane

Covers the operation of a slewing strut-boom crane with its boom pivoted at the base of a mast which is either guyed (guy-derrick) or held by backstays (stiff-legged derrick) and which is capable of luffing under load.

Portal boom crane (Class CP)

VET accredited course: Licence to operate a portal boom crane

Covers the operation of a boom crane or jib crane mounted on a portal frame, which is supported on runways along which the crane travels.

Bridge and gantry crane (Class CB)

VET accredited course: Licence to operate a bridge and gantry crane

Covers the operation of bridge and gantry cranes controlled from a permanent cabin or control station on the crane and those which are remote controlled having more than three powered operations (hoist, raise and lower equals one operation), including the application of load estimation and slinging techniques to move a load.

Materials hoist (Class HM)

VET accredited course: Licence to operate a materials hoist

Covers the operation of a builder's hoist by which only goods or materials and not personnel may be hoisted and where the car, bucket or platform is cantilevered from, and travels up and down externally to, a face of the support structure.

Personnel and materials hoist (Class HP)

VET accredited course: Licence to operate a personnel and materials hoist

Covers the operation of a builder's hoist in which personnel, goods and/or materials may be hoisted, and which comprises a car, structure, machinery or other equipment associated with the hoist, and which may be either a cantilever hoist, a tower hoist or a multiple winch operation.

Boom-type elevating work platform (Class WP)

VET accredited course: Licence to operate a boom-type elevating work platform (boom length 11 metres or more)

Covers the operation of a telescoping device, hinged device, or articulated device or any combination of these used to support a platform on which personnel, equipment and materials may be elevated to perform work, where the boom length is 11 metres or more. The 11 metre boom length shall be taken to mean the greater of the following: the vertical distance from the floor of the platform to the ground supporting the elevating work platform with the platform at its maximum height, or the nominal reach measured from the centre point of rotation to the outer edge of the platform in its most extended position.

Concrete placing boom (Class PB)

VET accredited course: Licence to conduct concrete boom delivery operations

Covers the operation of vehicle mounted concrete boom pumping systems, including a minimum of two boom stages, and the use and monitoring of the boom distribution system.

Reach stacker (RS)

VET accredited course: Licence to operate a reach stacker of greater than 3 tonne capacity

Covers the operation of a reach stacker of greater than 3 tonnes capacity that incorporates an attachment for lifting, moving and travelling with a shipping container, but does not include a portainer crane.

Under High Risk Work licensing, all mobile cranes follow a hierarchy. This hierarchy allows for any person licenced in a higher class to also operate any mobile crane below that class.

If you hold a licence to operate a class of crane listed in the top row of the chart (C0 to CN), you are also authorised to operate the cranes listed below it.

Vehicle loading crane – (Class CV)

VET accredited course: Licence to operate a vehicle loading crane (capacity 10 metre tonnes and above)

Covers the operation of a crane with a capacity of 10 metre tonnes or more, mounted on a vehicle to move a load onto or from the vehicle, including the application of load estimation and slinging techniques to move a load. Vehicle loading cranes may also be operated by a person holding a slewing mobile crane High Risk Work class.

Non-slewing mobile crane – (Class CN)

VET accredited course: Licence to operate a non-slewing mobile crane (greater than 3 tonnes capacity)

Covers the operation of a mobile crane of greater than 3 tonnes capacity that incorporates a boom or jib which includes articulated type mobile cranes and locomotive cranes, but does not include vehicle tow trucks. Non-slewing mobile cranes may also be operated by a person holding a slewing mobile crane High Risk Work class.

Slewing mobile crane – (with a capacity up to 20 tonnes) – (Class C2)

VET accredited course: Licence to operate a slewing mobile crane (up to 20 tonnes)

This class encompasses the requirements for the non-slewing mobile crane and the Vehicle loading crane High Risk Work classes.

Slewing mobile crane – (with a capacity up to 60 tonnes) – (Class C6)

VET accredited course: Licence to operate a slewing mobile crane (up to 60 tonnes)

This class encompasses the requirements for the non-slewing mobile crane and the Vehicle loading crane High Risk Work classes.

Slewing mobile crane – (with a capacity up to 100 tonnes) – (Class C1)

VET accredited course: Licence to operate a slewing mobile crane (up to 100 tonnes)

This class encompasses the requirements for the non-slewing mobile crane and the Vehicle loading crane High Risk Work classes.

Slewing mobile crane – (with a capacity over 100 tonnes) – (Class C0)

VET accredited course: Licence to operate a slewing mobile crane (over 100 tonnes)

This class encompasses the requirements for the non-slewing mobile crane and the Vehicle loading crane High Risk Work classes.

Dogging (Class DG)

VET accredited course: Licence to perform dogging

The application of slinging techniques to move a load (including the selection and inspection of lifting gear) and/or the directing of a crane/hoist operator in the movement of a load when the load is out of the view of the crane/hoist operator.

Basic rigging (Class RB)

VET accredited course: Licence to perform basic rigging

All dogging work, as well as rigging work involving:

  • structural steel erection
  • hoists
  • pre-cast concrete members of a structure
  • safety nets and static lines
  • mast climbing work platforms
  • perimeter safety screens and shutters
  • cantilevered crane-loading platforms.

Intermediate rigging (Class RI)

VET accredited course: Licence to perform intermediate rigging

All basic rigging work, as well as rigging work involving:

  • hoists with jibs and self-climbing hoists
  • cranes, conveyors, dredges and excavators
  • tilt slabs
  • demolition of structures or plant
  • dual lifts.

Advanced rigging (Class RA)

VET accredited course: Licence to perform advanced rigging

All intermediate rigging work, as well as rigging work involving:

  • gin poles and shear legs
  • flying foxes and cableways
  • guyed derricks and structures
  • suspended scaffolds and fabricated hung scaffolds.

Forklift truck (Class LF)

VET accredited course: Licence to operate a forklift truck

Covers the operation of a powered industrial truck equipped with a mast and an elevating load carriage to which is attached a pair of forkarms or other attachment.

Order picking forklift truck (Class LO)

VET accredited course: Licence to operate and order picking forklift truck

Covers the operation of a powered industrial truck of a type where the operator's control arrangement is incorporated with the load carriage/lifting media, and elevates with it.

Standard boiler operation (Class BS)

VET accredited course: Licence to operate a standard boiler

The operation of a boiler with a single fuel source that does not have a pre-heater, superheater or economiser attached.

Advanced boiler operation (Class BA)

VET accredited course: Licence to operate a standard boiler and advanced boilers

The operation of a boiler, including a standard boiler, which may have one or more of the following:

  • multiple fuel sources
  • pre-heater
  • superheater
  • economiser.

Turbine operation (Class TO)

VET accredited course: Licence to operate a turbine

The operation of a turbine that has an output of 500kW or more and:

  • is multi-wheeled, or
  • is capable of a speed greater than 3600rpm, or
  • has attached condensers, or
  • has a multi-staged heat exchange extraction process.

Reciprocating steam engine operation (Class ES)

VET accredited course: Licence to operate a reciprocating steam engine

The operation of a reciprocating steam engine where the diameter of any piston exceeds 250mm.

Basic scaffolding (Class SB)

VET accredited course: Licence to erect and dismantle basic scaffolding

Consists of scaffolding work connected with the operation or use of:

  • modular or pre-fabricated scaffolds
  • cantilevered materials hoists with a maximum working load of 500kg
  • ropes
  • gin wheels
  • safety nets and static lines, and
  • bracket scaffolds (tank and formwork)

Intermediate scaffolding (Class SI)

VET accredited course: Licence to erect and dismantle intermediate scaffolding

Consists of all basic scaffolding work, as well as scaffolding work involving any of the following:

  • cantilevered crane-loading platforms
  • cantilevered scaffolds
  • spur scaffolds
  • barrow ramps and sloping platforms
  • scaffolding associated with perimeter safety screens and shutters
  • mast climbing work platforms
  • tube and coupler scaffolds (including tube and coupler covered ways and gantries)

Advanced scaffolding (SA)

VET accredited course: Licence to erect and dismantle advanced scaffolding

Consists of all intermediate scaffolding work, as well as scaffolding work involving any of the following:

  • cantilevered hoists
  • hung scaffolds, including scaffolds hung from tubes, wire ropes or chains, and
  • suspended scaffolds

The following types of load shifting are not classes of high risk work:

  • Cableway/Flying Foxes (LC)
  • Front-end Loader/Backhoes (LB)
  • Front End Loader (LL)
  • Front End Loader (Skid Steer Types) (LS)
  • Excavators (LE)
  • Draglines (LD)
  • Dozers (LZ)

Assessment

Once your training is complete an accredited assessor will assess your competency. Accredited assessors must be affiliated with RTOs, so your assessment may be arranged for you or you can select an accredited assessor by category of High Risk Work.

During your assessment, you will:

  • undertake a theory (written) exam
  • undertake a practical test
  • be provided with written feedback about your results.

When you pass your assessment, you will receive a 'Notice of Satisfactory Assessment' (NSA) and a tax invoice. Your NSA and tax invoice are only valid for 60 days from the date of issue.
